Took some time to think about it but I guess came up with the right solution. Just sum all the population and lets say it comes to value s. Divide the whole interval based on the individual populations i.e map each population in to an equivalent interval in the range 1 to s. So larger the population larger will be the interval. Then generate a random number between 1 and s and see which interval it lies in. Return the corresponding city.
