2) Business Impact of a project is about future and a projection of data of the past and current. World and markets are very dynamic. By the time you complete the project, the business impact might not be same as what you have thought to be
3) VP Projects - I am not sure what it is meant. Here it is subjective. By VP Projects, do we mean they also are driven by VP's understanding of business trends and huge business impact? OR VP likes few people and want to keep them happy and blessed them the project?
In a case where VP Projects are to keep some people happy, 1, 4, 2 & 3 makes logical from our principles and values.
In a case where VP Projects are objective data based and have equivalent (if not more) business impact as that of 4th project. Then, we need few more data points to differentiate between projects 2, 3, 4.
