Quarter and dime. This is more of a language trick. It says, 'one' is not a dime, and did not say neither is a dime. So the answer is correct because, quarter is not a dime.

I'm sure it would make more sense if put this way:
(a + b == 35 && (a != 10 || b != 10)) == true

Of course, only legal coin denominations allowed
But the whole point of the question is to make you come up with this I guess
