I would say 'Alaska'.
Reason:
It's outside the mainland.
It has a very large coastline, which is costly to guard.
It's revenue generation is also low.

going by the reverse logic, probably a land locked state, since
1. We have them covered from all sides so we have dont have to worry much about defense from them anyway.
2. Since they do not have access to sea so we can charge them high taxes for using our ports.
