"do blocking process consume cpu resources."
That is why we use to block the thread.Busy waiting keep on eating CPU resources and also prevent other threads to run and thus affect the responsiveness of an application to the end-user .Blocking a thread is for faster development and maintainability or scalability.
However, if we work on process there, blocking a process can block a client for a moment :(

Just an addition to the answers above..A blocked process would not consume CPU cycles for sure but it would occupy space in the kernel's process table..
