database provide higher abstraction level of service, like transaction(atomicity consistentcy isolation durability), query optimization, security and on on. database uses filesystem services.

and filesystem organizes data with file to response the request effieciently

A filesystem is better suited towards holding larger aggregates of data than a database. Databases are also optimized towards efficient search and retrieval of data.

In terms of usage, the boundary between databases and filesystems is becoming smaller today.
