Testing / Quality Assurancesa few more :
- The USB cable could be not working. try another cable.
- the USB port could be down. Try attaching another device in the port. Can also try attaching webcam to another port.
- perhaps the system plug and play functionality is down. try another usb device, like a pen drive.
- for testing plug and play, also try plugging in another kind of device, like a VGA device or a printer.
1. Check if connections are correct (Verify for loose connections)
2. Check the device, if it has a power button, verify if it is on
3. Check the cable
4. Check the device for the amount of power it needs.( some USB devices need Y Cable)
5. Check the USB Port (it may be broken / corrupt)
6. Check for device drivers
7. Verify Comatibiltiy of driver with OS and the device
8. Check if OS is fine and has all necessary drivers (video,graphics drivers, video cam drivers) needed to detect the device is present and is working fine
9. Check if the OS user has all permissions to install and view the device
10. Check if the port requires specific scanning, try refreshing the connected device list
11. Check if picture viewing application is working fine

12. Check if the default webcam is not configured to be the webcam you are using as of now.

2. Close all the programs that could be using the webcam (For Eg: Instant messenger, browsers, some other website)
3. Check if the webcam is compatible to the operating system
4. Drivers for webcam might be outdated. Some webcams need latest drivers therefore you need to update them.
5. USB port is disabled.
6. USB cable is not working
7. Webcam has been firewalled.
8. Enough light is not present for the webcam to capture a pic.
9. Verify if something is obstructing the webcam view.
