There are two questions:
Code: Is there a particular coding done to each character? Like A= 1, B=2 ....

Storage: Not sure about the specifics but using apace commons IO or streaming through file will be most efficient.

Things to note (to save space) is:
1. If a char (e.g.) occurs just once, there is no need to write its count. That will save 1 byte:
2. Count of chars = largestNumber built from digits following it. (If a char is followed by another char, that means first char occurred just once).
