This looks awfully suspicious and looks like a homework problem. Coming from a .edu account also raises more suspicions. Reading a .csv file...hmmmm.........Anyone have any thoughts on this?

It's fairly easy to load the CSV file into a database. Then you can write a stored procedure or stored function that executes the following query:

SELECT ct.carName,
               SUM(ct.milesDriven) / SUM(ct.gallonsFilled) AS mpg
   FROM csvTable ct
WHERE ct.[#person] = @person 
      AND ct.fillupDate BETWEEN @startDate AND @endDate 
GROUP BY ct.carName;
