Low performing employee doesn't necessarily all fall on the employee, I don't think anyone wakes up in the morning to go to work, and tell themselves I am going to do a bad job today.
Perhaps what the employee is doing is not matched to his/her strength, therefore he/she not as motivated.
Perhaps something on the employees mind....other problems in life
Perhaps what the employee has been doing is same over and over again, and need to switch things up a bit.
It's a SDM's job to make sure that he/she is constantly tweaking things with the employees to see if outcome improves.
Have a one to one meeting with him. Check with him if he is facing any roadblocks in completing his tasks. If required arrange a training course for him or assign a mentor to work with him. Once training is over, give him ownership of some tasks and see if there is any improvement. If he expresses interest in some other area of work, help him in getting in touch with managers in that area and ensure a smooth transition for him and for the team.
