The question is not clear. Dubugging testcases ? Is it for creating test cases to validate the above scenarios ?

1. Verify that Video is enabled in VLC player.
2. Wrong overlay setting
3. Setting file is corrupted.

Not opening video file in VLC
1. File may be corrupted
2. Unsupported Video file format
3. VLC is not installed correctly
4. Trying to open VLC in unsupported platform
5. Trying to open from shortcut, that shortcut may be pointing to wrong path
6. Not a video file
7. Trying open a video file from wrong path
8. Mouse and Enter keys in the system may not be working
9. License of VLC got expired
10. File may deleted from the path

Only hearing voice:
1. May be an audio file, may not be an video file
2. Video file formatted as MP3 audio file
3. Video option in VLC must be off
4. Video option in PC must be off
5. Video file must be designed specifically for visually challenged ppl
6. Video brightness must be 0
