Need to check if the slowness is due to some sort of issue in the Rand() function or some other external issue in the environment that the code is executing. Adding logs for machine state and comparing with other runs that are faster might help to isolate.

verify if the number generated is too long and contains many digits compared to the previously generated

Verify the CPU usage

clear the cache and verify again

Cap the time. Set a breakpoint if the time exceeds the given time of 30 sec.

Most of the Rand function are dependent on system call and generally system calls are expensive. For Linux we can use ptrace to find the system calls used and check whether actually system calls are consuming most of the time.
