This question is essentially to test OS concepts.
Regardless of the no.of. programs there will fixed set of servieces offered by any OS. They will be Process Control (start, switching, .), Memory Managment.... So among the given applications
1. Find the services used by each program.
2. Plan the the test strategy.
3. Take the result of the OS responses and use them to change or alter the strategy.

In addition to what Satish wrote. I feel this is about scheduling and about the long term and short term scheduler. Like the long term scheduler should pick up programs which are a mix of IO operations as well as memory bound programs. Long IO programs can be swapped out of the memory for allowing other programs to enter. Stats about the program will help.
