ASCII and UTF-8 are 8-bit encoding. C++ uses 8-bit encoding for its characters. UTF-16 (like unicode used in Java) is 16-bit encoding and thus has a much larger range of characters it can encode.

Base64 encoding. Advantages - easy to use. Disadvantages: Verbose text.

I think they mean other text encodings like UTF-8, UTF-16, ASCII, etc. Base64 is more like an encoding for binary data, so that it can be easily transmitted/stored as text, because sometimes (for example in XML) not all binary codes are allowed.
