We can use a 2-d array of vessels for storing their current water. We start from the top assigning whole jug of water ( pot ) to the top vessel. Vessels would basically keep water of its capacity ( c ) and spill the rest equally (current - c )/2 to its left and right vessels. It would try to fill itself to c.
