How soon should we set up our phone interview time slots?

Pick a time likely to work, and try to keep the appointment. (For instance, mark off that time (+buffer to not give indications) as BUSY or something in your calendar of current job etc).

You can always ask the recruiters to change it later, if you think you cannot keep it. It won't be seen badly, don't worry about it.

Thanks, but I was asking before when should I tell them this.
Is telling too late (like 1 month after they mail me asking me to set my dates and times) okay?

Tell the recruiter you need some time to brush up and would like to set one up a month later.
