if u r using c++ then change the prototype of
void newBuffer(char* outBuffer, size_t sz) to
void newBuffer(char*&outBuffer, size_t sz)
if u r using c then change the function and its prototype as

void newBuffer(char** outBuffer, size_t sz)
{
   *outbuffer = (cha*)malloc(sz);
}

the logic behind both is that in main foo should be assigned by the value obtained by new/malloc in newBuffer function so deal with reference.

With this, the function call should be made as
newBuffer(&foo, len) - for C

also, buffer size should be length plus 1 to store the null character. in memset the code adds +1, but allocation misses this.
